As of June 6, 2005 US Coast Guard (USCG) & Customs and Border Protection
(CBP) will require that ALL vessels file electronic Notice of Arrival/Departure
(eNOA/D) online at the National Vessel Movement Center webpage. This
site will be maintained by USCG and the information will be shared with
CBP, as both entities are under the Department of Homeland Security,
in order that filing will only have to be done once to meet the regulations
of both governmental agencies.
The new e-NOA/D form combines the old USCG NOA requirements, and the
new CBP crew arrival/departure requirements. At this time, this DOES
NOT eliminate the requirement of paper filing, once a vessel has sailed
for foreign, of the departure crew manifest to the various CBP offices.
Astra Shipping provides assistance in submitting eNOAD form 24 hours
per day, 365 days per year.
Depending of configuration of vessel’s computer (both hardware
and software), Astra Shipping will provide Excel Sheet or Application
developed by our company (free of charge) that contains all data that
should be submitted to USCG & CBP.
We have also included another function in the custom application; Export
of INS Form I418 that should be handed to US Customs on vessel's arrival.
By using that feature of the software, crew list should be typed only
once and to be used for both, e-NOA/D submission and to print INS Form
I418.
